ICC First Committee Action Hearings for the Group B International Codes® (I-Codes®) Takes Place April 27–May 6 in Orlando.

On Sunday, the first Committee Action Hearings for the Group B International Code begins on all proposals submitted on the International Residential Code (IRC), International Building Code (IBC), International existing Building Code, (IEBC), etc. and the complete schedule of hearings can be found here.  AGA staff will be attending several of the hearings depending on proposals being discussed and acted on by the specific committee hearing the proposal. There is still time to register to attend in-person or you can watch the webcast from your home or office. Attached is additional information on the hearings including the schedule, list of proposals etc.  We will report on actions taken by the committee on proposals that can impact the direct use of natural gas in homes and businesses. There will be an opportunity to comment on Committee actions later this summer.

DOE Publishes a Notice of Proposed Rulemaking (NOPR) to Amend the Compliance Date for its Manufactured Housing Energy Conservation Standards.

Yesterday, DOE is published a NOPR to amend the “compliance date for its manufactured housing energy conservation standards. Currently, manufacturers must comply with these standards on and after July 1, 2025, for Tier 2 homes and 60 days after the issuance of enforcement procedures for Tier 1 homes.”  DOE is also proposing to delay the Tier 2 compliance date to allow DOE more time to consider the proposed enforcement procedures and comments submitted, and to evaluate appropriate next steps that provide clarity for manufacturers and other stakeholders. DOE will accept comments, data, and information regarding the NOPR received no later than May 27, 2025. See section IV, ‘‘Public Participation,’’ for details for filing comments . Recall that the DOE energy conservation standards for manufactured homes have been the subject of substantial concerns from home manufacturers who have expressed the added cost impact to consumers impacting affordability to meet the requirements for manufactured homes covered by the DOE rule. As previously reported,  litigation was filed by the Manufactured Home Institute  against the DOE earlier this year.  We will report any actions related to the litigation when available,
