As reported in the June 12^th “Friday End Use Codes and Standards Update,” AGA had called for the withdrawal of draft ASRHAE Standard 105 based upon the proposal’s incomplete tables for full fuel cycle energy conversion and emission factors and deficiencies in the use of “captured energy” to account for renewable energy system loses to account for “grid inertia” requirements.  The reasoning of SPC 105 for the incomplete conversion tables in the proposal was that it provided jurisdictions greater flexibility in using conversion factors more appropriate to its unique energy mix.  AGA’s response to this position was that empty tables suggest only that SPC 105 could not reach consensus on proper conversion values, leading to a standard that has broad latitude for inconsistent use. As such, the proposed tables were not justified as appropriate “standards” coverage of full fuel cycle (source energy) considerations.  SPC 105’s responses in neither the case of incomplete tables nor the captured energy application addressed AGA’s arguments for withdrawal.  As a consequence, AGA filed its response that it was “unresolved” by the Committee action.

 

On December 2^nd, AGA again submitted two negative comments on the re-issued draft of Standard 105, repeating its objections and calling for withdrawal of the draft since SPC 105 did not address the objections raised by AGA in June.  Because SPC 105 had not gone forward with a standards action on 105 since the prior public review, it was not under obligation to resolve AGA’s and other parties’ negative comments.  AGA believes that ASHRAE procedures will now require SPC 105 to attempt to resolve negative comments it has received on this second re-issuing of the draft standard.  AGA is awaiting a response from SPC 105.  AGA believes that a more proactive effort of SPC 105 is important and essential to resolve issues of source energy and emissions metrics at least within the ASHRAE family of standards addressing building energy efficiency and metrics for evaluating building designs and alternatives.
